“Law of land will prevail”, Governor’s stern warning
KHONSA, Sept 2: Arunachal Governor, Gen JJ Singh today reviewed the security measure
being adopted in Tirap district in the run-
While interacting with the high ranking civil, security and defence officials, the Governor said that law of the land will prevail and that those who defy it would be dealt with firmly.
He said that district administration and security forces must work in close coordination adding that developmental aspects must be taken care of and the youth should be engaged in meaningful ventures so that they do not go astray.
While lauding the civil administration and the security forces for their effort in
creating conducive atmosphere for all round development, Gen Singh said those who
have surrendered from various underground outfits should be properly rehabilitated
and that their services be utilized in effectively countering insurgency activities
in the district. The Governor was highly impressed by the presentations made on various
facets of the district by the Deputy Commissioner and the Sector Commander, AR. It
may be mentioned here that the Governor had in the past served in many outposts of
Tirap district as army officer and is well-

He said that successful conduct of last Panchayat and Lok Sabha Elections was the result of excellent coordination between the district administration and the security agencies operating in the district.

Solung celebrated across the state
ITANAGAR, Sept 2: Solung festival is being celebrated across the state with traditional gaiety and fun fare. We bring you reports compiled by District Information and Public Relation Officers from across the state on the celebrations.
ANINI: Solung festival was celebrated with enthusiasm and fan fare here yesterday.
Deputy Commissioner Tayor Jempen while taking part in the festivities said that the celebration of traditional festivals is like a mirror of a society through which one’s own identity is reflected.
He said that earlier it was confined to individual households, villages & community, but with the growth of education in the society, festival took its mass celebration form involving all communities in praying the nature deities for bumper harvesting, good health and prosperity.

TEZU: The popular festival of Adi community, Solung was celebrated at Tezu with traditional gaiety and religious fervor by Adi and Galo community residing in and around Tezu Township at Forest Guest House yesterday.
The Secretary Solung Festival Committee Augusti Jamoh outlined the significance of Solung festival and elaborated on its mythological aspects. Tour operators question AP govt policy on Swine Flu
ITANAGAR, Sept 2: Arunachal Pradesh Tour Operators Association (APTOA) has reacted to the dual policy of the state government on travelers coming to the state after the Swin Flu hit the country.
If the Health Department and the Tourism Department are seriously thinking of safeguarding the local citizens from Swine Flu disease then they should impose the eight days outside the State stay order and compulsory medical check up of all the travelers coming into Arunachal Pradesh from the mainland India as the danger of H1N1 virus is not from the foreign tourists but from the Indians coming from swine flu infected areas within and outside the country.
Govt of Arunachal Pradesh should immediately lift foreigner’s 8 days outside stay order as they are the safest visitors who under go three tier medical checks before entering Arunachal Pradesh.
To quote a latest news clipping as on 1st Sept 2009 – Germany has a confirmed 15878 Swine Flu patients, no death, Switzerland 1014 patients, no death, like wise Portugal 2244, no death, Norway 1023 cases, no death, Italy 1800 cases, no death, Greece has 1839 patients, 1 death,. Now coming to India, the latest figure states 3987 swine flu cases detected 105 deaths. From the above statistics one can deduce that the danger of Swine Flu disease is not from foreign tourists but from the mainland Indian travelers and visitors, the Association stated.
A delegation led by its Chairman Tsering Wange and the President John Panya met the Commissioner Health and Family Welfare, Govt of Arunacha Pradesh to appraise him the Swine Flu and the state government policy which has hit the Tourism Industry in the state.
The Health & Family Welfare Department, Govt of Arunachal Pradesh had issued a circular dated 20th June 2009 stating that foreigners and Indians coming from abroad will not be issued entry permit unless they have already been in India for at least eight days prior to their request for the permit. While foreigners are made to wait for minimum eight days before they are allowed to enter Arunachal Pradesh there is no restriction for Indian travelers whether they are coming from Pune, Mumbai or Delhi.
Earlier Department of Tourism, Govt of Arunachal Pradesh also issued a circular dated 7th May 2009 stating that no PAP will be issued to foreign tourist coming from Swine Flu affected countries. Because of these official circulars and orders, many foreign tourists had to change the itinerary at the last moment incurring huge expenses while others had to cancel the whole programme of visiting Arunachal Pradesh. Nowhere in India have such anti tourism circulars been issued in the name of containing Swine flu.
APTOA Chairman stated that foreigners plan their holidays several months in advance. They are medically checked in their country and a declaration is made that they are free from Swine Flu. They are again checked at International airport for symptoms of H1N1 virus when they first land in India.
Women can bring changes: Anupama Singh
ITANAGAR, Sept 2: Any society or a State excels because of contribution from its women, said State First Lady Anupam Singh, while interacting with Anganwadi workers, NGOs and Self Help Groups at Khonsa today. Woman’s role in the society is of utmost importance as she is main member in the family who provides food, inculcates culture, ethics and value system to the other members of the family especially the children. And if these values are healthy in all respect, the future generation will be healthy, she said.
Women have huge responsibilities towards our wards and to the society. For a better tomorrow, we have to be humane and systematic in our approach. If we are little more organized, we can be quite a strength that can bring changes in the society from good to better, Singh asserted. She appreciated the woodcrafts, artifacts and other handicrafts and handloom products of the district for its high standard.
Interacting with the craft masters, weavers and artisans, Singh, while extending her willingness to enhance their inborn talents said, if required we can invite designers from outside so that we can make our produce more marketable in the metros and other parts of the country and aboard.
She further informed that organizers of Delhi Haat are more than happy to provide five to seven stalls. Further advising on marketing, Singh asked them to prepare a catalogue of all the items with photographs, exact dimension along with the pricelist. We may then upload it in the Internet for increasing our marketing areas, she added.
Large numbers of women, including ICDS Deputy Director A. Lowangcha, Circle Officers Anu Bamin and Mitali Namchoom were present during the meeting.
The members from the NGOs, while assuring to their best to her suggestions, expressed gratitude to the Raj Bhavan initiatives because of which they participated in Arun Mela and received lots of appreciations from all, especially from the President of India during her visit to the State. Hemu thanks union water resource ministry
ITANAGAR, Sept 2: The 12 Pakke Kessang MLA Techi Hemu who called on Minister of State for Water Resource Vincent H Pala in New Delhi recently, has expressed gratefulness for including the scheme of anti erosion works in the Pakke River to protect Seijosa Township under Flood Management Programme (FMP) during the 11th five year plan and recommending a release of Rs 559 lakhs as the first installment to the start the project. According to a mail, the MLA also apprised Pala about the future impact of the project and how it will benefit the people of Arunachal Pradesh, Assam and particularly Seijosa town.
He also elaborated on project’s contribution in the management of Brahmaputra River, further accumulation of soil and silt in the river bed while also stating that it will prove boon for stopping soil erosion and landslides etc.
MLA further informed that the MoS for Water Resource has assured to sanction such projects in future also to help Arunachal Pradesh and Assam to protect life and property of people living near the river banks.

Congenital cataracts are caused by genetic defects or developmental problems, or exposure to some contagious diseases during pregnancy. People who smoke are at a higher risk for cataracts. Increased exposure to sunlight without eye protection may also be a cause. When symptoms worsen to the point that everyday activities become problematic, surgery becomes necessary. Good vision is restored to millions of patients with cataract through cataract extraction with intraocular lens implantation. There is conventional extra capsular cataract extraction wherein the size of incision is about 10 mm and the incision is sutured. There is also a low cost, suture less, small incision, cataract surgery where opaque lens is removed through a wound size about 6 mm size but phacoemulsification procedure is the most advanced cataract removal technique.

ITANAGAR: Arunachal Pradesh State Cooperative Apex Bank Employees Association (APSCBEA) has started its door to door recovery drive programme from Nirjuly Branch today.

My intention is to raise voice for developments
Madam,
My intentions are not to belittle anyone, neither do I have any “vested interest” as claimed by ZPM of 52 Changlang South in a letter under the headline “No one should attempt to belittle others”.
It was to convey my message to higher authorities of the facts prevailing in Changlang South.
The ZPM claims a long list of development, in ten years time an up gradation of a CO HQs to EAC HQ is inevitable especially in this era, where everything is going ahead super fast but we in Changlang South are not even in the pace of a snail. Anyway getting back to the EAC headquarter in Khimiyong, (it is for the higher authorities to find out the truth), it is a namesake EAC HQ because there are hardly any official present in their offices. The officers stay in Changlang town, who would blame them, with the kind of road connectivity from Changlang town to Khimiyong.
The ZPM also bragged about the hydropower 150kw Chikong mini micro hydel project, which he claims is scheduled to be commissioned within few months, but it is taking ages and at the rate things are going on in Changlang South I have no hope that the higher authorities would react to this letter and something happens.
With huge crores of rupees allocated under the DoTC fund to cover entire Changlang South, but only one 5 lakh worth ambulance provided for a population of 7,000. The medicine supply will be worth few lakhs. Therefore, I would like to ask, where is the rest of the money ?
How can the ZPM boast about the road connectivity development. The deplorable condition of Changlang town to Khimiyong road brought running bus service to complete halt 8 years back, which is the main road in Changlang South, imagine the plight of interiors.
He claims that massive rains in 2007 worsened the road condition. In spite of repeated pleas to the state govt. no action was taken. What is the reason?
Almost every place in Arunachal faces massive rains year after year during the monsoons and has faced major destruction by nature’s fury. However, the weather changes and autumn comes with winter and spring and in most of the places restoration and maintenance work take place but in Changlang South the monsoon remained from 2007 to 2009 and I am afraid it will stay on, if no investigation work and action comes from higher authorities.
Like he stated in his letter for the “welfare of poor villagers,” they actually were not poor but they were made poor. In these poor villagers’ names crores are being funded but alas nothing has reached them. Moreover, they are becoming poorer and poorer by the day.
Again my intentions are not to belittle anyone, I have no personal grudge against anybody. My only intention is to voice the feelings and views of the youth and students of 52 Changlang South constituency for all round development and most of all the road.

Don’t take swine flu lightly

Through the columns of your esteemed daily, I would to share my view regarding the preventive measures to be taken against Swine Flu in Arunachal Pradesh.
With the death of another swine flue infected patient in Delhi, the total toll due to the influenza A (H1N1) virus has increased to 101, the toll may increase further while writing this letter. The Union Ministry has also recommended to take preventive homeopathy medicine, ARSENICUM ALBUM 30.
Since, Arunachal is very near to the Swine Flu infected states -

The health and family welfare Deptt. had formerly convinced us that the recruitment in the same post would be made purely through APPSC advertisement but action speaks otherwise. The department had grossly violated all RR norms pertaining to appointment of Drug Inspector by defying Guwahati High Court office memorandum notification WPc No.337 (AP) of 2008 Of Apex Court Order in (2007) 13 SCC 300.
